The way I think the government is trying to make the NHS fail
The idea is to set very difficult goals for it and at the same time restrict funding to it through the justification of austerity ( strangely they don't use this excuse when they start wars). So the result is that staff get overworked and stressed out and lo and behold, very surprisingly, the goals they set them don't get achieved and now they start to feel concerned that the public are not being provided a good health care service ( assuming they actually care about the general public).
So now the privatisation bandwagon and the privatisation bells start ringing and so the public get duped into throwing away a good institution ( the NHS) and in this way their rich friends get to be richer. And the public get an even worse healthcare service ( but here they won't complain as their friends are benefiting).
A sort of clever tactic but a bit stupid too. People will see through it i believe.
So when you see NHS workers stressed and overworked etc you now have an idea why.

I think you overestimate the intelligence of the British Government. They really do just want their cake and eat it, improved performance with less resources.
